Stop signs help control traffic and assign right-of-way for vehicles, cyclists, and pedestrians. It is the goal of this policy to clarify the process for the installation of a stop sign in the City of Duarte. Justifications for stop signs defined in the CA MUTCD including the volume of traffic, the volume of pedestrian and bicycle activity, high traffic speed, restricted sightlines, collision records, and unusual site conditions will be considered in the evaluation of all stop sign requests. This policy will be applied to intersections without current stop control or intersections that have only partial control.
Per this policy, stop or yield signs may be installed at uncontrolled intersections where the application of the normal right-of-way rule would not be expected to provide reasonable compliance. One or more of the criteria identified in the MUTCD should be met for staff to recommend the installation of a stop sign or yield sign. Public Work Staff must exercise good engineering judgement on a case-by-case basis to determine the need for a stop or yield sign based on which criteria and considerations are satisfied.
Additional considerations for multi-way stops included in this policy are sight distance, a need to control vehicle/pedestrian conflicts in high pedestrian areas, unusual intersection configuration, lack of stop control that is unexpected, T-intersection with higher traffic volumes, and intersections with similar street designs that will help improve traffic operational characteristics.
