The City Manager is appointed by the City Council. The position is responsible for implementing the policies and directives of the City Council within the foundation of the City’s Mission Statement. The Manager also directs the various City departments and services with responsibilities that include presenting an annual budget, coordinating a variety of public information resources for both internal and public distribution, and is also the appointed City Treasurer. Additionally, the City Manager is responsible for the long-range planning for the organization and the development of recommendations to the City Council on a variety of public policy issues.

Brian Villalobos, City Manager
On Tuesday, May 23, 2023, Duarte City Council appointed Brian Villalobos as city manager. Villalobos was assigned to the City of Duarte as a deputy in 2000 and has been serving Duarte for over 23 years, including 17 years as Duarte's public safety services director. He has leveraged over $1.7 million in California Gang Reduction, Intervention and Prevention (CalGRIP) grants and his background in gang management to address the community's concerns of gang violence among youth. He emphasized gang reduction early on, helping create the Duarte Area Resource Team (DART) and A-Team, which to this day, brings together Duarte youth for leadership training, mentorship opportunities, field trips, college tours, anti-bullying guidance, and more. The initiatives resulted in a decrease to nearly zero gang activity in the City of Duarte since 2019 and over a 90% decrease in juvenile arrests.
