Maintenance of the City's Public Sewer System
The City of Duarte contracts with LA County Sewer Maintenance Division for the maintenance of its sanitary sewer system.

State and Local Stormwater Requirements
On November 8, 2012 the Municipal Separate Storm Sewer Permit (MS4 Permit) for the County of Los Angeles was adopted, and the permit became effective on December 28, 2012. The Los Angeles County MS4 Permit allows Permittees the flexibility to develop Watershed Management Programs (WMPs) or Enhanced Watershed Programs (EWMPs) to implement the requirements of the Permit on a watershed scale through customized strategies, control measures, and best management practices (BMPs). Participation in a Watershed Management Program is voluntary and allows a Permittee to address the highest watershed priorities, including complying with the requirements of Part V.A. (Receiving Water Limitations), Part VI.E (Total Maximum Daily Load Provisions) and Attachment L through R, by customizing the control measures in Parts III.A.4 (Prohibitions - Non-Storm Water Discharges) and VI.D (Minimum Control Measures).
To fulfill the requirements of the MS4 Permit, the City of Duarte is a participant in the Rio Hondo/San Gabriel River Water Management Joint Powers Authority (JPA) comprised of the cities of Arcadia, Bradbury, Duarte, Monrovia, and Sierra Madre.

There are many questions related to stormwater issues, MS4 Permits, and concerns regarding the costs associated with the implementation of the City's Enhanced Watershed Management Program (EWMP) and Low-Impact Development (LID). Safe Clean Water Program
The City is recipient of Measure W funds from Los Angeles County Public Works each year through the Safe Clean Water Program (SCW).
Municipalities are required to submit Annual Reports to the District within six (6) months of the end of the Fiscal Year. Annual Reports shall detail each Municipalities' expenditures and activities for the prior year, and shall include, but is not limited to, the following:
- Amount of funds received and breakdown of how the SCW Program Payment has been expended
- Description of activities that have occurred
- Description of SCW Program benefits that have been achieved
- Description of gaps between what was planned and what was achieved
