DUARTE, CA – Since the installation of the new traffic signal at Royal Oaks Elementary School on December 27th, City staff has received numerous concerns from residents about the traffic back-up and having to stop during non-school hours.  

More changes will be made to the Royal Oaks Traffic Signal the week of March 18th. Duarte Public Works along with LA County Public Works have developed a signal plan modification that allows for a left turn pocket at the busy school intersection. This change is intended to alleviate traffic during AM and PM peak traffic hours. The signal will change into a protected/permissive signal which left turns will only be protected if there is a significant delay. Under normal conditions, vehicles should not experience delays during AM and PM peak traffic hours with the change since both east and westbound traffic along Royal Oaks will have vehicle priority. The pedestrian phase will remain the same along with all other operating features. The intent of these improvements is to both reduce the traffic back-up during drop-off and pick-up times and the amount of cars stopping during non-school hours.

The Royal Oaks Traffic signal was originally installed to accommodate added traffic due to increased enrollment at the elementary school as well as multiple concerns about pedestrian safety. A traffic study was completed, and its findings called for the installation of a traffic signal that would both enhance pedestrian visibility and improve traffic circulation/pedestrian management at the school entrance. Both the City of Duarte and the Duarte Unified School District shared in the cost of the project.
