Public Safety
What is the current car seat law?
Current law requires that children up to age six or less than 60 pounds be restrained in approved safety seats.

What is the current bicycle helmet law?
Current law requires that all persons under 18 must wear a helmet (meeting specified standards) when riding or being a passenger on a bicycle.  Violations are punishable by a fine of not more than $25.

Where can I adopt a pet?
Pets can be adopted at the following locations:  LA County Animal Shelter at 4275 North Elton Way, Baldwin Park (626) 962-3577; Pasadena Humane Society at 361 South Raymond Avenue, Pasadena (626) 792-7151.

Where is the closest animal shelter?
The City of Duarte contracts with the County of LA for animal housing/shelter services. The facility for all animals picked up or surrendered in Duarte is the Baldwin park Shelter located at 4275 N. Elton Way Baldwin Park, (626) 962-3577. Please contact them for shelter hours and other services they may offer.

What pets are not allowed in Duarte?
Roosters and other farm animals or livestock are expressly prohibited in the R-1 zone. Horses are allowed in certain zones after obtaining a conditional use permit.  If you have any specific questions about whether an animal is allowed please contact the Public Safety Department prior to purchasing or bringing the animal home.

What can I do about a stray cat problem?
There is no specific leash law for cats. Cat owners are encouraged to keep their cats at home and indoors at night to prevent them from becoming prey and/or catching communicable diseases.  Traps are available by request to residents for trapping wild or feral cats.

Why can't I park on my own front lawn?
Cars may only be parked on an approved paved surface. The driveway and garage as defined by Duarte Municipal Code are the only lawful parking places on residential property.

How do I obtain a parking permit?
Permanent and temporary parking permits may be obtained from the Community Development Department during normal business hours.  Temporary parking permits may be obtained from the Fire Department after hours. Please contact the Community Development Department fro details at (626) 357-7931 x. 230.

How do I contest a parking citation?
Parking citations may be contested within 21 days of the date of issuance. You may contest the citation in person at the Public Safety office or by calling Parking Administration at 800-273-6488.

How long can a vehicle be left on a street unmoved?
Vehicles may be lawfully parked on a public street or highway for no more than 72 consecutive hours.  Vehicles not moved within 72 hours are subject to tow away by the Sheriff's Department.

What are the City's rules regarding business licenses?
Every individual and/or firm that does business in the City of Duarte must complete a business licensing form and pay an annual business license fee.

What are the City's requirements regarding dog and cat licensing?
Dog and cat owners in the City of Duarte must license their pets. 

Dog licenses, are good for one year. The fees are $40 for a non-spayed or non-neutered dog, and $20 if your dog is spayed or neutered.

Cat licenses are good for the lifetime of the cat.  The fees are $40 for a non-spayed or non-neutered cat, and $20 if your cat is spayed or neutered.

Senior citizens, age 65 and older, with spayed or neutered pets, may obtain one free dog and cat licenses for no charge.

How do I get a bus pass?
Bus passes are available from the Administrative Services Department, located in Duarte City Hall, during normal working hours, Monday through Thursday from 7:30am to 6pm. Only senior citizens or disabled persons may purchase bus passes at Duarte City Hall.  Please bring a utility bill or rental agreement as proof of Duarte residency.  The MTA disability card is required as proof of disability for the bus passes.

What do I do if I have a problem with my trash pickup?
The City of Duarte contracts with Burrtec Waste Services for refuse collection service, Burrtec's customer service representatives may be reached at 1-800-325-9417.

What do I do if I have a problem with my cable television service?
Charter Communications is Duarte's cable television provider. If you have any problems or questions concerning your cable television service, Charter's customer service department may be contacted at (866) 499-8080.

How is the City's budget developed?
The City of Duarte adopted its budget prior to July 1st of each year.  Prior to that time, several workshops are held during with the City Council takes public testimony on budgetary matters. These dates and agendas for the budget workshops are posted on the Thursday prior to the meetings at City Hall.

City Manager's Office
When and where does the City Council meet?
The Duarte City Council meets the second and fourth Tuesday of each month at 7pm in the Community Center Auditorium 1600 Huntington Drive Duarte CA  91010. Agendas for the council meetings may be reviewed at City Hall the Monday before the Council meeting or click here.

How can I reach a member of the City Council?

How many commissions are there?
The City of Duarte has six Commissions and the Mayor's Youth Council which serve as advisory boards to the City Council.  They are:

How do I get appointed to a commission?
When there are vacancies on commissions, a press release is placed in the local newspapers and on the City's Website.  Citizens interested in serving on a commission are then invited to fill out applications and prepare to be interviewed by the City Council. Updated information on Commission vacancies is always available from the City Clerk's office (626) 357-7931 x223.

How do I register to vote?
If you are over 18 years of age and a US citizen, you are eligible to register to vote through the LA County Registrar.  Voter registration cards are available from the City Clerk's office at City Hall, 1600 Huntington Drive Duarte, CA  91010.  If a person makes changes in his or her name, address, or political party, he or she must re-register.

When is the next election?
The next municipal election is Tuesday, November 3, 2009. There will be three City Council seats up for election.

Parks and Recreation
What are the requirements for participating in the Duarte Senior Center?
Participation in the classes, programs and services offered by the Senior Center is restricted to Duarte residents who are 55 years of age and older. Persons who receive meals at the Senior Center must be at least 60 years of age or the spouse of someone 60 years of age or older.

What are the requirements for using the Duarte Teen Center?
The Duarte Teen Center is open to High School age teens who live or attend school in Duarte Unified School District boundaries.  The Teen Center includes a state of the art computer center, a game room, a boxing program and a tutoring service. Another key element to the Teen Center is the Turning Point Project.

What is my flood zone information?
Insurance companies usually require this information: Zone D, Panel # 065026, Map Date March 22, 1999. You can print out a letter with this information below.

Do I need a permit to fix or repair my roof?
Yes, if you are repairing more than 25% of your roof or replacing the entire roof. The permit fee varies depending on the valuation of the job being completed. Please call the Inspector at City Hall during his office hours if you have any questions.

How do I get my work inspected at my home?
After the proper permits are purchased you or your contractor can call in for an inspection request between the hours of 7:30 a.m. to 6:00 p.m., Monday through Thursday. Inspections can usually be done the following day with 24-hour advance notice. Inspections are typically scheduled daily from 10:00 a.m. to 4:30 p.m.

What are the Inspector’s office hours?
The Inspector’s City Hall office hours are Monday Through Thursday from 8:00 a.m. to 10:00 a.m. and on Thursday from 3:30 p.m. to 4:30 p.m. You may call or come in to the City Hall office if you have any questions.
